Magazine No. 24 - 2018 97 Studies and other articles Jade Quarrell INTOSAI Development Initiative (IDI) FRIENDS, ROMANS, COUNTRYMEN, LEND ME YOUR EAR Professional education for sai auditors ( pesa ) The IDI is delighted to announce the commencement of work on Professional Education for SAI Auditors (PESA)- Pilot. This pilot is a part of the ISSAI Implementation Initiative (3i Programme) and based on the INTOSAI Competency Framework for Public Sector Audit Professionals. Education The focus of PESA will be to provide education to develop competent SAI Auditors. This led us to our first question how do you define the skills, behaviours, and attitudes that auditors need to perform their roles effectively? Some people think formal education is a reliable measure. Others believe more in on-the-job training, and years of experience. Others might argue that personal characteristics hold the key to effective work behaviour. All of these are important, but none seems sufficient to describe an ideal set of behaviours and traits needed. PESA will deliver an education programme mapped to the INTOSAI competency framework. The competencies are the integrated knowledge, skills, judgment, and attributes that people need to perform effectively as auditors in the SAI environment. A detailed global syllabus has been developed. The syllabus is based on the competency framework and informed by a training needs survey to identify key areas for education that is relevant to the SAIs implementation of ISSAIs. The syllabus provides a detailed outline of what will be included in the education programme. Syllabus objectives have been written to translate the competencies to learning objectives and scoping syllabus detail will be developed. This will form the basis of the education and the assessment.
