eurosai 24 EUROSAI Strategy Turkish Court of Accounts (TCA) - Presidency of EUROSAI Holder of the Portfolio on Overall Governance and Culture LATEST DEVELOPMENTS ON THE OVERALL GOVERNANCE AND CULTURE PORTFOLIO The Turkish Court of Accounts (TCA), as both the President of the European Organisation of Supreme Audit Institutions (EUROSAI) and inherently the holder of the Overall Governance and Culture Portfolio, has been expanding great energy on the achievement of its objectives in the Operational Plan (OP) through the successful implementation of the foreseen activities and projects. Following the alignment works of the main EUROSAI Regulations with the new ESP 2017 ‐ 2023, which resulted in the approval of the General Procedures for the EUROSAI Strategic Plan 2017-2023 by the Governing Board (GB) in March, the TCA has focused on its other objectives. These aim to improve the strategic and organisational structure of the GB and the effective execution of the EUROSAI Operational Plan, as well as the establishment of a more inclusive and participatory environment for the whole EUROSAI Community. First Off-site Meeting of the Governing Board Members In this regard, the first thing that the TCA intended to accomplish was the creation of an enabling environment within the GB to focus more on the strategic issues and discuss the way forward of the EUROSAI. This intention was pleasingly realized by the organisation of the Off-site Meeting of the Governing Board Members in İstanbul on 19 November 2018, with the participation of all the Heads of the GB Members, i.e, the Czech Republic, Finland, Latvia, Moldova, Poland, Spain, the Netherlands and Turkey. This informal gathering of GB members was organized for the first time with a less formal and more interactive format, which makes it unique in the EUROSAI history. Within the motto of “ Governing as a Team for the Future ”, GB members gathered informally to brainstorm on the key principles that promote closer cooperation and communication within the GB, coming up with concrete proposals to strengthen the team spirit and to move EUROSAI forward. This Off-site meeting has been considered as a remarkable contribution to the working style of the GB, by supporting the overall governance and culture of the EUROSAI in many aspects.
